Richard William Jones was born on 28 April 1873 in Montreal, Quebec, Canada, the first child of Richard Elias Jones (1843-1925) and Hannah Rhodes Jones (1845-1923). His family lived in Anglesey, Wales before moving to Roanoke, VA. He was married to Isabel Shear Pratt (1877-1954) on 20 February 1900 in St. Paul, MN. He worked with the railroad. They had four daughters and three sons. He died on 11 July 1952 in Minneapolis, MN at the age of 79.

Richard W. Jones, 79, of 3012 Colfax Avenue South, father of Minneapolis Police Chief Thomas R. Jones, died Friday, July 11, 1952.
Mr. Jones was a retired railroad man. He was born in Montreal, Quebec, Canada, and had lived in Minneapolis 46 years. He was a member of Khurum Lodge AF&AM and the White Shrine and past patron of Minnehaha chapter O.E.S. [Order of the Eastern Star].
Other survivors are his wife, Isabella; sons, Kenneth and William Harold, all of Minneapolis; and four daughters, Mrs. Marjorie Pitts, Pomona, California, and Mrs. Hazel Ford, Mrs. Helen Sulem and Mrs. Florence Clemens, all of Minneapolis; 14 grandchildren and one great-grandchild.
Services will be 3 p.m. Monday, July 14, 1952 at Sunset Memorial Park cemetery chapel. The body is at the Barney Anderson & Son chapel. (Minneapolis Tribune, Saturday, July 12, 1952)
