William Hardin Powers was born 3 Jun 1865 in McMinn County, Tennessee, the eldest child of James Robert Powers and his wife, Nancy Matilda (Hope) Powers. He was named in honor of his paternal grandfather, William Powers, and his maternal grandfather, Hale Hardin Hope. As a boy, he grew up primarily in the community of Half Moon Island in Roane County, Tennessee and attended school there. As a young man, he and his parents came to reside in the Euchee community of Meigs County, Tennessee, just over the Roane County line.

William Hardin Powers married Mary Anne Walden on 2 Aug 1887 in Meigs Co., TN (Meigs Co., TN Marriages 1881-1895, p. 40). Following his first wife's death, he married Malissa Catherine Clark on 12 Jan 1902 in Meigs Co., TN (Meigs Co., TN Marriage Book, volume 1, p. 406).
