Claiborne was the first child of Joab Hill and Elizabeth Lane Hill who married in 1802. He was born in 1803 in Claiborne County, Tennessee. He married Mary "Polly" Cates on 12 October 1823 in McMinn County, TN. Their first six children were born in Tennessee, and the last four were born in Van Buren County, Iowa. When his brother Isaac returned to Sweetwater, Tennessee in 1851 to move his family to land in Oregon that had impressed him, he stopped at Claiborne's on the return trip. Claiborne decided to join the wagon train moving to the West.

The Claiborne Hill family arrived in Oregon on 5 September 1852 and settled in Brownsville, Linn County.

Claiborne Hill was deacon of the Pleasant Butte Church for over thirty years. He was a farmer, and also was one of the founders of the Brownsville Woolen Mill.

He and Polly were parents to ten children: Sidney Anna, Eliza Jane, Mary G. (or E.), Elizabeth Amy, Harvey Joab, Henry Sterling, Caroline (Amanda), Marshall, Thomas Jefferson, and Luzerne LeGrande.
