Charles was the son of George J Smart and his second wife, Lydia B. Nutter.

On 03 December 1871 he married Susan S. Harvey.

They had the following children: Edith Belle, Catherine, Charles N, Arthur C, Clarence, Bertha, Thurston, Harvey, Eveline Lydia and an Infant who died 22 December 1883 living for only ten days.

Charles A Smart, a well known resident of this city, passed away Sunday morning at his home, No. 165 Marcy street.
Mr Smart was a native and life long resident of Portsmouth and is survived by two daughters, Mrs Edwin C Colbath of Dover and Mrs Bertha S Mills of this city; three sons, Clarence, Thurston A and Harvey, all of this city; also one brother, Christopher Smart, and two sisters, Mrs Clifford Woodbury and Miss Maria Smart all of this city.
He was born Nov 30, 1849 and had been a member of St. John's Lodge, No 1 AF&AM, during the past 58 years. He was a painter by trade and followed that business as a young man. Later he was engaged in business as a butcher for 28 years retiring from business six years ago.
