Jules was the firstborn child of David W. and Olie Payne Ruffin of Covington, Tennessee. He made his living in agriculture, first making his way to the Mississippi Delta near Rolling Fork, Mississippi. There worked as plantation manager for Dave Low, Sr. on both Mont Helena and Vickland Plantations in Sharkey County and ended up marrying Dave Low's half sister, Louise, in November of 1905. They had two children: J.B. Ruffin, Jr. and Louise Low Ruffin. His first wife died in 1910 of blood poisoning. He remarried Eva Tharp of Fayette County, Tennessee in December, 1912. Jules and Eva had a daughter, Dorothy Nell Ruffin in 1918. The couple lived at Sharkey County, Mississippi at the time. Sometime in early 1919, however, Jules and Eva divorced. Eva took her young baby, Dorothy and went home to Fayette County, Tennessee to live near her birth family. Jules married Sallie D. Faison from Butler County, Alabama on December 23, 1919. They had one son, David Alexander Ruffin. Jules eventually died of a ruptured aortic aneurysm.
