Educated at Holmes High School in Covington, Tennessee and later at Union University at Jackson, Tennessee, Robert Payne Ruffin "was farming in DeSoto County, Mississippi when the McKeller Bill calling for volunteers to fight on the side of the Allies in World War I was passed. As soon as he harvested his crop, he volunteered in the aviation department of the army and was sent first to Park Field near Memphis, Tennessee as a private and afterwards to Montgomery Alabama as a first sergeant. He prepared himself for overseas work, but being above an average handler of men, he was not allowed to go to France but was kept here to prepare others for overseas work. When the war ended he was acting in the capacity of first lieutenant and discharged his army duties so efficiently that he was not allowed to return to private life when the Armistice was signed, but was kept at work as a soldier for a year after that event, and was only permitted to return to his civic duties by surrendering to the government an entire year's salary." Robert married Annamai Willingham on April 6, 1920 in Tallahatchie County and made his home at Enid, Mississippi where he owned a 900 acre stock farm. They had two children: Maysell and Robert P. Ruffin, Jr.
