Staff Sergeant Finley had been living in Sweet Springs, MO when he enlisted and was a member of Headquarters and Headquarters Company, 2nd Brigade, 4th Infantry Division.

On October 21, 1968, he was the team leader of a five man Long Range Reconnaissance Patrol near Ban Me Thuot, South Vietnam. When they ran out of ammunition a rescue helicopter arrived but had to leave Staff Sergeant Finley behind.

His remains were never recovered.

His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
