Allen was born to Ammon Meshach Tenney and Hettie Millicent Adams.

When the family was living in Mexico, his brothers nicknamed him "Jefe", which means "boss" in Spanish. Somewhere along the line it morphed into "Heavy", which was his nickname for the rest of his life.

Allen married Alveda Moffett March 15, 1931 in Lordsburg, Hildago, New Mexico. They divorced.

Allen and Alveda did not have any children together.

Allen was a farmer, but was especially good with work horses. After being a farmer, he worked at the race track. Allen died at the Horseman's Benevolent and Protective Association Retirement Home.

Allen's brother, Meshach Adams Tenney, and Meshach's wife, Sylvia, took care of Allen in his later years and arranged for his burial.
