Born in Irwin Township, the son of John Walter Sr. and Catherine Elizabeth Ghost Huffman, he was the twin brother of Daniel John Huffman and was named after his maternal grandfather. Philip was also the brother of James, Barbara Kelse, Christena, John Walter Jr., Elizabeth M., Sarah C., Mary Annette, Katherine S. and Charlotte G. Huffman.

In September of 1864 he enlisted in Battery I, 6th Pennsylvania Heavy Artillery Regiment where he served beside his twin brother Daniel and his nephew Walter Lewis Hoffman. He was mustered out at Fort Ethan Allen, Virginia in June 1865.

Philip married, first, Mary Ann Martin, daughter of Thomas and Elizabeth Blakely Martin and they were the parents of Taylor Peter, Isabella (Monjar) and David Martin Huffman. After Mary's death in 1852, he married Sarah Anne Walter. They were the parents of Mary, Columbus, Howard James, Catherine (Daugherty), Alice (Williams), Peter, Ida Mae (Monjar), Laura E. (Surrena), Don Carlos and an Unnamed Infant Son Huffman. The last name of the children changed to Hoffman.
