Fred Heinz was raised in Davenport and attended Griswold College. He began the study of law when he was 16 years old at a local firm. He was admitted to the bar on May 2, 1873, and was licensed to practice in the US Courts in 1875. Fred had a successful law practice, focusing on general law and estates. He was Davenport city attorney from 1884-85, and Scott County attorney from 1891-1895. He was elected Mayor of Davenport for 1900 to 1902. During that time, he led the city council in dispensing with the poll tax. He also appointed the first library board for the newly funded Carnegie library. He was also one of the organizers of the Farmers & Mechanics Savings Bank in the 1890's and served as the president until he died. He was a member of the Davenport Turners, the Veteran Volunteer Firemen's Association, and the Knights of Pythias.
He was in New York City with his wife and daughters Flora and Zella, seeing Flora off to Berlin, when he had a stroke and suddenly died.
