He was born shortly after the end of the American Civil War and died during World War II.

"Watt" was a son of Leander and Anna Catherine Link Houck. He first married Rebecca Watson, who (according to oral history) developed typhoid fever and died. Her unborn child Edgar was saved, but he was born deaf, possibly as a result of her illness. He survived. On June 17, 1891, Walter married Josepha "Josie" Carillo. Their children were Walter Henry, Marjorie Marie, an infant daughter named Rachel born Dec. 13, 1894;, Benjamin Joseph Houck, and Alfred Edward "Fred" Houck who married Ruth Eleanor Jones.

Watt Houck worked with a Captain McGuire who once had the only licence to hunt seals in California. When McGuire was 98 years old, he sold the licence and his business to Watt, who continued to sail his boat "The Seal" off Catalina Island. He was also known to have gone as far north as Alaska.
