Rascoe was a son of Jonathan and Demarius Jones Low of Sardis, Mississippi. He came to the Delta along with his brother, Dave, about 1905. Both he and his brother worked on the Vickland and Mont Helena cotton plantations at Nitta Yuma and Rolling Fork, Mississippi. These were both originally owned by George and Helen Harris. He married Bettie Chambers of Bolton, Mississippi in 1905. In 1915, he and his brother Dave went into partnership to purchase the Vickland Plantation, following Mr. Harris' death. In 1918 the partnership was dissolved when Rascoe and Bettie decided to move their family closer to the town of Greenville. They bought the Matilda plantation at Metcalfe. Ras and Bettie had six children.
