Thomas Marcellus "Marcy" Fowler was the fifth child of Joseph B. Fowler and Mary Elizabeth "Bettie" Wathen. He grew up in Washington County and worked on his father's farm. He moved to Nelson County around 1907.

On Jan 9 1912, he married Catherine Elizabeth Hanrahan, daughter of Michael Hanrahan and Josephine Fitzgerald. They had two children, J. Wathen "Mike" and George Marcellus "Little Mike". Marcy had many varied occupations throughout his life. He was a retail clerk and owned a small grocery store, although others also knew him as a salesman, a saloon keeper and watchman at the railroad. He died on November 29, 1937 of heart disease.
