He was born in Preston, Idaho on July 21, 1927 to William Palmer and Phyllis Page.

Douglas attended Preston High School before marrying the love of his life, Joyce Larsen on May 3, 1945, in Preston, Idaho.

They were sealed in the Manti Temple on July 29, 1955, along with their children. They felt it was a ceremony that should never be forgotten.
