William Henry Packard was born on July 20, 1883 along with his twin sister Carrie Minnie Francis Packard to Franklin and Annie (Morrison) Packard. Franklin and Annie Packard were tattoo performance artists and their stage names were Frank and Annie Howard. His twin sister's stage name was Ivy Howard. At the time of his birth, his family was living at 1914 Dearborn Street, Chicago, Illinois. William and Carrie are the only children born to their mother Annie. Franklin remarried (after Annie died) and had another daughter. William died in infancy of enteritis (inflammation of the intestines). He was 18 days old . He was buried in Oak Woods Cemetery on the 8th of August 1883 in a grave purchase by his father Franklin Howard Packard (Frank Howard). His twin sister lived on and died at the age of 40. There is a cenotaph in the family plot located in Providence, Rhode Island.
