Carrie Minnie Frances Packard was the daughter of tattooed people Frank and Annie Howard. She performed various acts with her parents and used the stage name "Ivy Howard." She died in 1923 in Providence, Rhode Island, after having been committed to an asylum for several years.

There's some evidence "Ivy" exhibited with her parents as a "spotted child" in dime museums when she was an infant" (circus & sideshows required all family members to work if they were traveling with the show). At other times, she stayed with relatives in Rhode Island, while her parents were on the road working with circuses & dime museums. When she was older, she traveled with Frank & Annie as part of the sideshow, exhibiting as a snake charmer, moss-haired girl, and coronet player.

Census records and a later death record give her name as Carrie Minnie Frances Packard. Her name was a combination of her grandmother's name and her aunt's names on Frank's side of the family. The birth record only gives a date of birth and her parent's names.

Carrie had a twin named William Henry Packard, who died as an infant.

Carrie married Timothy McManus in 1912. By 1920, she had been placed in the Dexter Asylum in Rhode Island. The 1920 census lists her as an inmate of the asylum, and states that she was "married." Her husband's WWI Draft registration also states that he was married, and that his wife was an "invalid" living in Providence, RI (He was then living in New York-1918). The Dexter Asylum served as an institution for the care of the poor, aged and mentally ill of Providence from 1828 to 1957
