Frank Howard was born Franklin Howard Packard to his 27-year-old father and his 19-year-old mother. There are stories that he traveled on a ship as a young boy, which is where he was tattooed. These are just fabrications since he is listed, in the Census, living with his parents at the age of eleven, and again at the age of eighteen. He became a jeweler in Rhode Island following in his father's footsteps.


In 1876, Frank relocated to Chicago, Illinois with his wife Anne Jane D. Morrison. She used the stage name "Annie Howard". To date, I have not located a marriage record. In 1883, Annie and Frank had twins. William only lived 18 days. Minnie survived. She eventually went by the stage name of "Ivy Howard".


October 1884, Frank debuted as a tattoo artist in Gregory's Dime Museum located in Saint Louis, Missouri. That was also when he and Annie started using their stage names. It is therefore assumed that Frank was tattooed while living in Chicago and he then tattooed his wife, Annie. They traveled what is known as the "Dime Circuit", from 1885 to 1897. They then toured from 1897 to 1901 in Europe with the Barnum and Bailey Circus.


Upon returning to the United States in 1901, Frank opened a tattoo shop at 151 Court Street in Boston, Massachusetts. Annie was performing solo in the local Dime Museum in Boston. Their daughter was working as a clerk in a grocery store.


After his wife Annie's death in 1911, Frank married Louisa Ann Morris. Upon their marriage in 1914, Frank was 57 years old, and his new wife was 37 years old. Frank had another daughter in 1922 and she is named Dora Mabel.


Frank died at the age of 68 on November 18, 1925. He is buried in the family plot in North Burial Ground, located in Providence, Rhode Island. His tattoo shop was taken over in 1925 by Dad Liberty.
