The son of David & Ann (Brown) Kugler, in 1860 he was a farmer living in Schuylkill Township, Chester County, Pennsylvania. He stood 5' 8" tall and had brown hair and gray eyes.

A Civil War veteran, he enlisted in Chester County June 6, 1861, mustered into federal service at Harrisburg July 17 as a private with Co. K, 4th Pennsylvania Reserves (33rd Pennsylvania Infantry), and honorably discharged at term's end June 17, 1864.

He married English-born Mary C. Carter and fathered S. Elizabeth (b. 05/02/66), Nora Blanche (b. 03/06/68 - married William Montgomery), Myrtle A. (b. 09/16/69, d. 03/19/70), John Wesley Carter (b. 01/09/71), David Paul (b. 07/25/74), Sarah E. (b. @1876), Frances L. (b. 09/20/83, d. 11/03/85), and F. Warren (b. 12/20/91, d. 10/20/92). Cause of death is listed as "acute myocardial decompensation" with "chronic cardiovascular renal disease."
