Norma Luella Howell was named for her mother Mary Luella Summerton Howell. She was just a little over three years old when her father died in a lumbering accident in 1914, and five years old when her mother died of TB in 1916. She then went to live with her mother's sister, Margaret Ann Summerton Bakeman. Margaret Ann was a widow of 2 years, her husband, William Bakeman having died in 1914. Norma was later adopted by this aunt, with some disagreement from her older brothers. Between 1918-1920, Norma's adopted mother, Margaret Ann married Walter Ackley, her former brother-in-law. [i.e. When Walter's first wife, Olive Rose Summerton died, he married Olive's sister, Margaret Ann Summerton Bakeman]. Norma grew up in this home as a sibling to her cousins.

Norma married Romaine John Allen and they lived in Lockwood and Waverly. They owned an operated an ESSO gas station and garage for many years. It was not unusual to see Norma in the grease pit under a car, taking care of business. Their ESSO station was well known for its attached lighthouse. Norma and Romie had no children, but a young man named Phil Carlyle made their home with them. Although he was not related, he was always part of the 'family'.
