Thomas Jefferson Allen was born in Grayville, Edwards County, IL on August 31, 1841.

He served in Company I 38th Illinois Volunteer Infantry from August 22, 1861 to muster-out at Victoria, TX on March 20, 1866. He joined for duty in Capt. Churchill's Company at the age of 20, for a period of 3 years. Sometime between August 22 and the end of October, 1861 that company became Company I, 38th Regiment, Illinois Infantry.

He re-enlisted on March 16, 1864 and served until March 20, 1866 at which time the regiment mustered out at Victoria, TX. He left the Army with "one Enfield Rifled Muskett and accoutrements." After paying for his clothing and equipment he was due $140.00 US.

It is known that he attended reunions of Company I, 38th Regiment, Illinois Infantry for the remainder of his life.

Thomas Jefferson Allen and Jane Snowdall were married on September 18, 1866 in Albion, IL, by George Scawthon, Minister of the Gospel (from Clerk's Certificate of Marriage obtained in National Archived Pension Records.)

From obituaries of some of his children the conclusion may be that he was a farmer. He and his family may have been Methodist since a number of his children were Methodist in adult life.

He and his family lived in Albion, IL from 1866 to 1884 and in Fairfield, IL from 1884 to 1912 (from 1912 Declaration for Pension.) At the time of his death he lived in Big Mound, IL. He died of pneumonia. He is buried in the Allen plot in Maple Hill Cemetery, Fairfield, IL.

His obituary was published in the Wayne County Record on December 19, 1918.
