Delbert was one of thirteen children born to Hamilton Foster and Flora Jordan.

Delbert served in the Air Corps in the US Army. He enlisted as a Private on 17 Jan 1942 at Fort Crook, Nebraska. He was a member of the 1144th QuarterMaster Company Aviation Squadron on an aircraft whose intended destination was Naples, Italy. On Sunday, 23 July 1944, the plane was disabled and went down in the Gulf of Tunis. The Missing Air Crew Report from the War Department Headquarters Army Air Force in Washington D.C. doesn't provide a reason why the aircraft went down. Sixteen soldiers bailed out of the airplane using parachutes, and twelve soldiers on the aircraft were listed as MIA. There were four survivors.

Delbert's body was never recovered. He is memorialized at the North Africa American Cemetery located in Carthage, Tunisia, North Africa, as are thousands of US soldiers who died in the North Africa campaign, many whose bodies were never recovered.

His headstone at Rose Hill is a memorial headstone. He is buried next to his parents.
