Lemuel was the oldest of eight children, born to Marion Jackson and Francis "Fannie" Hames Howell. He came to Elkhart, Texas in the spring of 1881 at the age of 8. He died at his home in Elkhart and is buried in Garden of Memories Cemetery, next to his parents, Marion and Fannie, and wife, Pink. Lemuel was a horse trader. The horse's head mounted on a post at his gravesite was erected by his son, Clyde Howell.
