Manley Eldad Mumford was the son of Charles N. and Clarissa Blackney Mumford. He was born January 2, 1841 at LaHarpe, Hancock County, Illinois. Shortly after his birth, the family is found living at Highland in Iowa County, Wisconsin. The Mumford family later relocated to the Village of Wauzeka in Crawford County, Wisconsin. It was there that he grew into adulthood. Manley, along with his father, his brother Henry, and his soon-to-be brother-in-law, Jacob Lemons, all answered the call of battle when the Civil War broke out. Manly Mumford had a very impressive military career- going in as a Private and elevating his rank to 1st Sergeant while serving in Company D, of the 31st Wisconsin Volunteer Infantry. On August 24, 1862, Manley married Miss. Julia Elvira Nickerson at Wauzeka, Crawford County, Wisconsin. Julia was the daughter of William and Catherine Tainter Nickerson. The couple went on to have at least eight children as follows:

From approximately 1880 to 1890, Manley and Julia Mumford and their family resided at Aurora, Cloud County, Kansas. From there they migrated further west and settled in Thurston County, Washington for the remainder of their lives together. Manley E. Mumford died on May 28, 1924 at Seattle, Kind County, Washington.
