She was born Ila Adams on September 16, 1911, to George and May Ann (Green) Adams at Layton, Davis County, Utah. She attended elementary school in Layton and graduated from Davis High School. She also graduated from LDS Seminary.

Ila married Arvel Lester Child on March 12, 1930, in the Salt Lake Temple of the Church of Jesus Christ of Latter-day Saints. They lived in Clinton, Utah, until early 1940 when they moved to Vale, Ore. In 1942, they moved to Nyssa, Ore., where they purchased a farm and became very active in that community.

The family moved to Quincy in 1961 where they purchased a farm and built a home. From 1974 to 1977 she went with her husband to Ireland where he served as Mission President for the LDS Church until 1976, and was then called to the London Temple where he was an assistant to the President, and Ila was an ordinance worker. When the Temple in Seattle opened in 1980, she and her husband moved to Seattle and worked full-time for two years. They returned to their home in Quincy but worked at the Seattle Temple on a limited basis for six more years.
