Charlotte was the 3rd, of nine children born to Wesley and Martha (Fleming) Vanover. She married (1) William "Will" Mullins on Dec. 14, 1881 at the age of 16 years. William was the son of Wilson and Matilda Mullins. Will was a farmer and in 1900, they were living near her parents. After she was widowed, Charlotte married (2) Charlie Reed.
