Philancy's parents, Peter Smith & Abigail Archer, were married in Orange County, New York in 1807. Her parents left for the wilderness of western New York in 1809. Peter left his family to fight with the United States during the War of 1812. When the war was over, Peter returned to his family and began to carve his homestead from the forest. Philancy was born on March 1, 1821.

Philancy married Roswell Beardsley on March 23, 1843. There were several marriages between the Smith and Beardsley families. Roswell and Philancy moved to Waupun, Wisconsin and lived there until they died. Philancy died on September 15, 1910 in Waupun.
