John was the second son of William Alexander & Cordelia Caroline (Myers) Milligan. He was born in or near the Swede's Flat area in Butte county, CA. He moved with his family about 1904 to Marysville, CA. He graduated from Marysville Grammer School and attended a couple years at Marysville High School when he decided to pursue the field of Pharmacy. He worked in various firms unlit he enlisted in the US Army Medical Department during World War I. Here he studied his accupation & passed the California State Board of Pharmacy exam. He was then given charge of the Dispensary at Fort McDowell on Angel Island in the San Francisco Bay. He received an honorable discharge and went to work in his chosen field, but his health failed shortly thereafter. He passed away at the VA hospital in San Mateo.
