Eli was the 7th, of eleven children born to Cornelius VI and Sarah (Hill) Vanover. He was a farmer and the first postmaster of Holly Creek (now Clintwood), Virginia. Eli fought for the UNION during the Civil War and at the "Battle of Cranesnest", he was wounded in the arm.

Eli married Oley Mullins, a daughter of John and Ollie (Cox) Mullins who were the first settlers of Clintwood, Virginia. Eli and Oley lived on a farm just west of Clintwood at the old fairgrounds and both are buried in the family cemetery on a hill above the old homeplace. Eli died at the age of 83 years.
