Lucy was the 10th, of eleven children born to Cornelius 6th and Sarah (Hill) Vanover. She married George Washington Phipps, son of David Cox and Dorcas (Stamper) Phipps, in February 1858.

Lucy and "Wash" had twelve children:
1. Martha Anne (m. Preston Mullins)
2. Andrew Jackson "Jackie" (m. America Alice Bentley)
3. Alexander "Alex" Marion (m. (1) Amy Belcher and (2) Maggie Short
4. Eli P. (m. Sarah Senter)
5. Sarah E. b. March 7, 1866 (m. Alvin D. Tackett)
6. Susan C. "Sue" b. March 7, 1866 (m. T. C. Ramey)
7. Dorcas Ardelia "Deeley" b. May 9, 1869 (m. Jack Bryant)
8. Cinthia E. b. April 25, 1871 (m. (1) Isom "Wildcat" Mullins, (2) Jim Hogston)
