James was the oldest of eleven children of Willard Carroll and Charlotte Moulton. In 1877 he moved to Orderville, Utah with his father who joined the United Order. In 1890 he moved to Chihuahua, Mexico with his parents and was there until the Mexican Revolution of 1912. He married both Mary Belle Black in 1894 and Annie Eliza Burrell in 1903. After leaving Mexico they settled in Grayson (now Blanding) Utah and eventually moved to 2nd Ave in Salt Lake City and worked in the Temple there.
