U.S. Congressman. Born in Massillon, Stark County, Ohio, he attended Washington College, now Washington & Jefferson College, Norwalk Seminary in Norwalk, Ohio and Western Reserve University, Now Case Western Reserve University, Cleveland, Ohio. Harris was admitted to the Ohio Bar in 1849 and subsequently relocated from Columbus to Bucyrus, Ohio. Harris served as the mayor of Bucyrus from 1852-1853 and 1861 through 1862. In 1861 he was named Deputy United States Marshall. Harris served as the President of the Ohio State Bar Association for years 1893. At the state Republican meeting prior to the 1894 election, Frank S. Monnett's name was placed in the ring for the nomination, however, Monnett was a cousin of Harris' wife Mary, and withdrew, throwing his support to Harris. (For his loyalty, Monnett was elected Ohio's Attorney General with Harris' blessing.) Harris' election was the first time that region was represented in Congress by a Republican. After losing reelection, Harris returned to Bucyrus and continued the practice of law. Harris and his wife Mary Jane Monnett (1831-1889) had a family of five children, four of whom survived their parents. Harris' Home, Rosedale Cottage is listed on the National Register of Historic Places.
