Rev. Scroggs was a Presbyterian minister. He was an 1889 graduate of Park College in Parkville, Missouri. He then attended the Presbyterian Seminary in Danville, Kentucky (1895-1896), but later transferred to McCormick Theological Seminary in Chicago, from which he was graduated in 1891. He was ordained for ministry on May 20, 1891.

He was the pastor at the Presbyterian Church in Bonaparte, Iowa in 1891, and then at Russell, Iowa (1892-1893). In 1896 he became the pastor and principal at Collegiate Institute in Kentucky. In 1906, he was known to be in Tamaroa, Illinois.
