Reuben was born in Gaskill Township,Jefferson County ,on the family farm located near the Village of Winslow. He was the eldest son of Joseph & Christian Long Winslow and 7th in descent from the Mayflower Winslows, of Plymouth,Massachusetts.

He attended the local country schools and the Clearfield Academy.He taught several terms of Public School and later started reading the law with Phineas W. Jenks,Esq.,who along with the Hon. George A. Jenks,was admitted to the Jefferson County Bar on 15 February 1860, and also went into a 20 year partnership with Phineas Jenks,at that time. Afterwards,he established the firm of Winslow & Calderwood,which was in business until Reuben's retirement about 1907.

He organized the old Mahoning Bank in 1868,which was one of the 1st banks in Punxsutawney;later he was the President of the 1st National Bank from 1883 til it's merger in 1909,to become the Punxsutawney National Bank. A Founder of the Punxsutawney Water Company and the 1st Electric Company.
A longtime member of the Methodist Church & Church Board President for over 30 years.

He was married on 24 June 1858 to the former Martha Drum,the daughter of Squire John Drum of Punxsutawney.

He passed away at his home on Torrence Avenue of Cardiac Failure.

He was survived by his wife;
~ a son, W. W. Winslow,Esq.,
~ a grandson,Eugene H. Winslow;
two brothers and three sisters:
~ Augustus G. Winslow;
~ J.Clark Winslow;
~ Mrs. Elizabeth Murray;
~ Mrs. Minerva Bowers;
~ Mrs. Mary Winslow;
two other grandchildren and two great grandchildren.
