She was born May 3, 1924, in Botkins, OH, the daughter of George A. & Philomena C. (Koeing) Steinke, who preceded her in death. On Oct. 25, 1947, she married Robert C. Carter, who preceded her in death.

A teacher, Mrs. Carter retired from the Bath Local Schools. She was a member of the St. Joseph Catholic Church, Wapakoneta, and was a member of the Delta Kappa Gamma Sorority. She was a graduate 1943 of Botkins High School, a 1974 graduate of The Ohio State University, and a 1978 graduate of the University of Dayton, where she earned a Master’s Degree. Her talents included painting and sewing.
