Philip's father was a physician. One brother was a major in the Civil War, and lead a company in the Spanish-American War. Another brother was prominent in the Presbyterian Church.

This Magruder first studied at Woodstock Academy, before reading Law at the University of Virginia.

When the Civil War came, he entered the Tenth Regiment of Virginia Infantry at the rank of Lieutenant. He suffered a wound at the Battle of Chancellorsville. The wound precluded him from field service, and he served through the remainder in the Quartermaster General's Department.

With the War over, he became Principle of Woodstock Academy. After teaching there, he practiced law in Shenandoah County.

In 1887 he was elected to represent them in the Virginia House of Delegates.

He and his wife raised seven children. In 1907 he suffered a stroke while working in his office. He died later that evening at home.
