The son of John & Elizabeth (Pifer) Pugh, in 1860 he was a laborer living with and/or working for farmer William Bossart in Hamilton Township, Franklin County, Pennsylvania. He stood 5' 11" tall and had black hair and blue eyes.

A Civil War veteran, he served two terms of service:
1. Drafted at the stated age of twenty-two in Chambersburg October 16, 1862, mustered into federal service there November 4 as a private with Co. B, 158th Pennsylvania Infantry (aka "Drafted Militia"), and honorably discharged with his company August 12, 1863.
2. Enlisted at the stated age of twenty-three in Chambersburg February 27, 1865, mustered into federal service there March 1 as a private with the 103rd Pennsylvania Infantry in the second organization of Co. A, and honorably discharged with his company June 25, 1865. His brother Martin L. "Mark" Pugh served in the same company. None of Jacob's obituaries mentions his second term of service.

He married Emma Martha Spencer and fathered Martha Elizabeth (b. 08/14/68 - married William Elmer Martin), Margaret Jane (b. 06/03/70 - married William Warner), William James (03/31/72), Lollie E. (b. @1874), and Solomon Elmer (b. 02/03/74). Emma died December 9, 1876, and he married Emmaline Upperman March 18, 1879, in Hamilton Township, fathering Jacob Edward (b. 01/09/80), Edith F. (b. 01/??/81), Edward J., (b. 01/19/82), Anna May Aldrine (b. 08/01/83 - married Daniel Benson Horn) Mary Grace (b. 05/??/85), John Henry (b. 06/15/87) and Maurice Carl (b. 02/07/91). He died following a lengthy illness at his home "along the mountain between Keefers and Edenville."
