The son of John Reed & Elizabeth (Pifer) Pugh, in 1860 he was a laborer living with his family in Letterkenny Township, Franklin County, Pennsylvania, and is in the 1863-65 draft registration still residing there. He is in the 1860 census as a twenty-seven-year-old.

A Civil War veteran, he served two terms of service:
1. Enlisted at the stated age of twenty-nine in Franklin County July 25, 1863, and mustered into federal service at Harrisburg August 1 as a farrier with Co. I in the the six-month organization of the 21st Pennsylvania Cavalry (182nd Pennsylvania)
2. Re-enlisted at the stated age of twenty,-nine in Chambersburg February 1, 1864, mustered into federal service there February 27 as a private with Co. D in the three-year organization of the 21st Pennsylvania Cavalry, and honorably discharged with his company July 8, 1865. His brothers Henry and Mark served in the same company.

He married Mary C. McKinley or McGurley May 8, 1873, in Franklin County and fathered Jacob Karper (b. 04/17/75). Cause of his death is listed as a "cerebral hemorrhage."

Based on his two stated enlistment ages and the 1860 census, the birth year on the tombstone is questionable.
