Joel was the son of Benjamin & Martha Sarah (Bates) Marsh (both also buried at Hill Cemetery). Joel was born in the state of New York but was brought to central Ohio by his parents as a teenager in about 1813. In 1821 Joel was married to Rachel Hill (also buried at Hill Cemetery) in Concord Township, Delaware County, OH. The 1880 "History of Delaware County, Ohio" declares this marriage to be the first ever recorded in Concord Township. Joel & Rachel reportedly parented nine children between the years of 1822 & 1842: Benjamin Marsh (also buried at Hill Cemetery), Stephen Marsh (also buried at Hill Cemetery), Sarah Marsh (also buried at Hill Cemetery), Joshua Marsh (also buried at Hill Cemetery), Wilthin(?) Marsh, William M. Marsh (also buried at Hill Cemetery), Miriam "Mary" Marsh, Josiah H. "Si" Marsh, & Joel Perry Marsh. Father Joel was recorded on the following federal censuses: 1820, 1830, 1840, 1850, 1860, & 1870 - always residing in Concord Township and always listing his occupation as "farmer." According to the "History of Delaware County & Ohio," p. 746: Joel's "homestead farm contains 117 acres, and is situated just north and adjoining the State farm of the Girls' Industrial Home, on the Belle Point pike."
