Luke was the son of Greek immigrants Gus & Jennie Jouflas Pappas. He was born in Price, Utah and graduated from the University of Utah Law School. He was a star football player in high school and college and played professional football for a short time with the Chicago Cardinals. He served his country for four years during World War II in Africa, Italy and Austria as a member of the Counter Intelligence Corp.
Luke returned to Price after the war and began his law career. He served as Price City Attorney for 35 years, retiring from practice in 1992. He was a Regent of the University of Utah for four years and a founding member of the Utah State Board of Higher Education on which he served for twelve years.
He married Glenna Gene Storrs May 15, 1949 and they had two daughters and twin grandsons.

He had an illustrious football career, being an All State Tackle for Carbon High in 1935; All Conference, 1938-39 (U of U); and Williamson All American, Alternate, 1939/
He was admitted to the Utah State Bar Association, being in the first group of attorneys sworn in "in uniform." He served the country that he loved so well in the U.S. Army Counter Intelligence Corps. from 1942-1946.
He began his law practice in Price, Utah in 1946 as a sole practitioner and was joi8ned by his daughter, Joane Pappas White, in 1980. He was Price City Attorney for 35 years. He was Associate Attorney for the Carbon County Water Rights Committee opposing the Gooseberry Project Trans-Basin Water Diversion for 30 years. He was Attorney for the Carbon County Board of Education for 30 years and a member of the Carbon County Selective SEvice Board also for 30 years.
Luke placed great value on education and he served as a member of the University of Utah's Board of Regents from 1965-1969 and as a member of the State Board of Regents from 1969-1981. In keeping with his life of service, Luke was president of the Eastern Utah Bar Association in 1947; president of Kiwanis 1964; VFW Junior Vice Commander 1947; and Senior Vice Commander in 1948, for the State of Utah. Lifetime member of the American Legion, Elks and Kiwanis; and a member for 50 years of the Utah State Bar Association.
Always a devoted husband and father, when ill health forced his retirement from civic service, he and Gene moved to Bountiful, Utah with daughter Lucia and her family and he immersed himself in his favorite role of "Poo-ee" to his beloved grandsons.
He leaves behind his cherished companion in this life and the next, wife Gene; his beloved daughters and sons-in-law, Joane and Gary Lyon; and Lucia and Stan Finley; his special step grandson, Todd Gaskin; and his claim to immortality, twin grandsons, Ethan and Ian Finley. He is also survived by his sisters, Bessie Protopappas, Sandra Guy, and Mary Lines, and numerous and loved nieces and nephews. He was preceded in death by his parents; brothers, John, Nick and baby George; sisters, Mae and Tula; and son-in-law, Brian White.
Luke's family wants to give heartfelt thanks to Dr. Max G. Morgan, Dr. Robert Bond, and the staff of the Utah Dialysis Lab. Their care and compassion added precious time to his life.
