The son of Henry & Mary (Rohrbaugh) Bailey, in 1860 he was a cigar maker living in Codorus Township, York County, Pennsylvania. He stood 5' 8" tall and had dark hair and gray eyes. He married Christina Markel August 4, 1864, in York County and fathered Emanuel M. (b. 01/30/65), Amanda Jane (b. 09/08/66), Levi M. (b. 08/22/68), Clara Ann (b. 06/01/72), Elizabeth "Lizzie" (b. 02/02/75), James (b. 07/10/77), Rosa (b. 02/10/82), Allen George (b. 02/??/85).


A Civil War veteran, he enlisted at the stated age of twenty-five in Harrisburg March 22, 1865, mustered into federal service that day as a private with the 101st Pennsylvania Infantry in the second organization of Co. E, and honorably discharged with his company June 25, 1865. His brother Jacob served in the same company.


Cause of his death is listed as a "cerebral hemorrhage or apoplexy" with "arteriosclerosis" a contributing factor.
