Son of William Thomas "Buck" Lawrence and Sarah Amanda "Nettie" Jeffery Lawrence.

Cecil's first wife was Stella Bell Hare with whom he married in Melbourne, Izard County, Arkansas on 5/8/1926. Cecil was living at Larkin, Izard County, Arkansas at the time. His cousin, Fillmore Lawrence, stood as his witness or "security" for the marriage bond. Stella was the daughter of John and Alice Hare. She was born on 7/31/1911 in Melbourne and died in Batesville, Arkansas on 11/22/1991. She is buried at the Old Philadelphia Cemetery at Larkin. As a side note, her second husband was Raymond Vaughn who she married in 1930. He would later become the Sheriff of Izard County, Arkansas and retired from that position in 1974.

The marriage between Cecil and Stella was short-lived and no children were born to that relationship.

Cecil married second to Claudia Mae "Claudie" Yates of Yell County, Arkansas. They married on 6/15/1935 at Webber Falls, Muskogee County, Oklahoma. Five children were born to that union: Mary Louise, Charles Ray, Johnny Lee, Shirley and Ronald. Ronald died as a baby. Claudie was the daughter of Andrew and Ida Mae Wilson Yates.

The 1940 US Census records that Cecil and his family were living at the Martin Township, Muskogee County, Oklahoma at the time of the census. The following family members are shown as living in the home:
