US Congressman. He attended local schools and became a farmer and stock breeder. His home was part of Virginia before West Virginia was founded during the Civil War, and Kitchen served in the Virginia House of Delegates from 1861 to 1862. After West Virginia was formed he was a member of the West Virginia Senate from 1864 to 1865. In 1863 he presented credentials as a member-elect to the US House of Representatives, but was not seated because Berkeley County's votes were disallowed on the grounds that it had not been mentioned in the law that created West Virginia. In 1866 Kitchen was elected to the House of Representatives as a Republican and served one term, 1867 to 1869. He did not run for reelection in 1868 and returned to farming. He served as Master of the West Virginia Grange from 1873 to 1879. Kitchen returned to the West Virginia Senate from 1878 to 1879 and was President of the Berkeley County Court from 1880 to 1895.
