Willard was born to Willard Cooper and Irma Mabel Norr Baxter. He was the eldest of five children. Bill married his sweetheart of 57 years, Barbara Faye Ward on 17 Jun 1949. bill served as a medic in WWII and also the Korean Conflict. He retired from the Utah Air National Guard in 1981. Serving as the President of the Salt Lake Bowling Association and as a Director of several bowling houses.
Bill is survived by his wife Barbara; children, Vickie, Sheryl (Dennis) Jensen, Bill W. Baxter; 15 grandchildren; 13 great grandchildren; brother, Ray Baxter; and numerous nieces and nephews.
He was preceded in death by his parents; siblings, Reed Baster, Beth Clark, and infant brother James.
