Sea Captain and Master Mariner James Allen was born in Dartmouth NS in 1808 to John Allen and Sarah Mather Stayner. He married Phebe Collins in 1836 and they had four children; James Allen Jr, Avis Rebecca, Sarah L and Eliza A.

He was in business with his father John Allen as a part of John Allen & Sons Mercantile business. His daughter Avis Rebecca married Thomas Grassie Creighton in 1873.

He was both a Sea Captain and a Fisherman. When he retired, he purchased the house built in Chester NS by Rev John Seacomb and eventually it evolved into the modern day "Allen House", still operating in 2021 as an Inn and Restaurant. The Captain's House is a landmark, waterfront property, located in the Village of Chester. The charming three storey home was built in the mid 1800's by the settler, Rev. John Seacomb, and later bought by retired Captain James Allen.

His wife Phebe Collins Allen is shown as a widow on the 1871 Census in Nova Scotia, and she lived with his 2 unmarried sisters (Mary & Augusta) and their daughter Avis. Phebe, Mary and Augusta lived in their older years at Brookfield NS, and are all buried at Brookfield, Colchester NS.

In 1867 he lived in Halifax, recorded in Hutchinson's Directory. In 1869 his wife is indicated as a widow. Unknown place of burial.
