Phebe Collins Allen was born in 1813 in Nova Scotia to John and Phoebe Collins. She married Sea Captain James Allen (Master Mariner) in 1844. Children - James Jr, Avis Rebecca, Sarah L, and Eliza A.

Around 1869, her husband James died, and in 1871 she lived in Dartmouth with her daughter Avis Rebecca, and his 2 unmarried sisters; Mary Stayner Allen and Augusta Maria Allen. Avis Rebecca married Thomas Grassie Creighton in 1873 and Phebe, Mary, Augusta and Eliza moved to Brookfield, Colchester County NS.

She died in 1890 in Brookfield, Colchester County, NS and is buried in Brookfield Eastside Cemetery.
