Francis is the son of Samuel & Mary Eleanor (Powers) Petty.

Francis married Florence Meeks on January 19, 1895 in Sidney, Iowa. They are the parents of Frances and a daughter who died in infancy.

Francis Elliot (Frank) Petty was born Aug. 20, 1866 in Iowa. His marriage record says in Wapello County, his obituary says Prairie City, but his family was living in Marion County around the time of his birth, which is about midway between. According to his obituary, he, with his twin sister, was the youngest of a family of ten children, five brothers and four sisters preceding him in death and his childhood was spent near Prairie City, Iowa and Blair, Nebraska. His father, Samuel Petty, is buried at Percy, Marion, Iowa, and his mother, Mary E. Powers Petty is buried at Blair, Nebraska according to Samuel's Civil War Pension Record. When he was 18 he, with his twin sister, moved to Chicago. After his sister’s marriage there he returned to Iowa. On January 15, 1895 he was married at Sidney, Iowa to Florence M. Meeks of Malvern. They had two children, daughter Frances born on August 1, 1896 in Tabor, Iowa and a younger daughter, dying soon after birth.
After moving to Malvern, he was in the cement contracting business until ill health forced him to retire. He was of a cheerful, helpful disposition and made friends of all he came in contact with and was especially beloved by children. He died on July 20, 1927 following a long period of ill health.
