He was born Nov. 18, 1927, in Newburn, Tenn., the son of LaGrande and Odie Welch.
Melvin graduated from Ivy Technical Institute in Peoria, Ill., in 1965, with a degree in electronics.
Melvin married Mary Ellen Smith in Corinth, Miss., on March 13, 1948. To this union two sons were born, Danny Melvin and Donnie Ray.
Melvin retired from the Peoria School District and Caterpillar as an electronics technician.
After being ill for quite some time, Melvin moved to Kansas City, Mo., to live with his son, Danny, and daughter-in-law, Vanessa.
Melvin is survived by one son, Danny Melvin Welch (and Vanessa M. Claborn- Welch); and five siblings, Raymond, Frank, Odie, Claudette Welch - Riley and Larry.
Burial will be in Springdale Cemetery.
