Arthur was born in the Black Hills, while the family was residing in Rapid City, SD. The family moved back to Minnesota around 1891, living in the Loon Lake settlement in Jackson County, MN, near the Minnesota-Iowa border. Sometime between 1895 and 1897 the family moved near Estherville, Iowa, where Arthur's father died in 1897.

Following his father's death Arthur and two of his brothers lived with his sister Mary, and her husband Morris, for a short time before moving again. Arthur moved back to Minnesota, living in Newport, MN.

About 1908 Arthur moved to Brainerd, MN and was employed at the RR shops. He married Nettie Wentworth in 1915. Arthur & Nettie had four children: Lorna (Mrs. Earl Cofield), Bernice (Mrs. Everett Christianson), Ardell, and Rosabel (Mrs. Victor Gave).

Ardell died as an infant, just 12 days old, and is buried with his father in the older Cooley family block. Arthur passed away two years later, just nine months after the birth of his youngest child.
