Son of Sylvester G. Chappell and Camilla Mae Jackson, Joseph was married to Gertrude Lewis for just a few months in 1951, they had no children. He married Betty Gould in 1958 and had three children. They were married until his death in 1967 of a heart attack, age 41.

Joe loved music and was proficient at playing the accordion, entertaining family and friends on special occasions and on his mother's front porch during warm weather. He grew up at 120 N. 14th Street, Olean, where he raised hunting dogs and was loved by everyone, who knew him.

Joe and Betty lived at the home he built, 1221 Goodrich Avenue, Olean, with their two surviving sons. Their only daughter, Susan, was stillborn in 1959. At the time of his death, Joe was working for Dresher Clark (Clark Brothers) in Olean. He was a member of the Oddfellows.
