Rafferty was a politician, lawyer, and theatre and realty developer. He began working in the theatre field in the early 1900s was one of the organizers of the Syracuse Strand Company which controlled The Strand, the first deluxe theatre upstate. He also controlled other theatres in the region.

Rafferty was also a dominant factor in Democratic politics and even challenged Charles F. Murphy. The victory went to Murphy but Rafferty went to serve as Democratic State Committeeman.

Rafferty died of pneumonia after four days of illness.
